Disable OpenSSL password generation for PHP < 5.4.0

OpenSSL random byte generation is painful slow due to a bug in PHP 5.3, causing a delay of up to 15 seconds until the bytes are returned. Even though this decreases the potential security, it is simply not usable in affected versions.
