inetpeer: inetpeer_invalidate_tree() cleanup

No need to use cmpxchg() in inetpeer_invalidate_tree() since we hold
base lock.

Also use correct rcu annotations to remove sparse errors
(CONFIG_SPARSE_RCU_POINTER=y)
