[PATCH] libertas: fix deadlock SIOCGIWSCAN handler

Update signal quality before the locked scan result translation loop,
because calling libertas_prepare_and_send_command() with the
'waitforrsp' option grabs adapter->lock in the command return processing,
leading to the deadlock.
