DTS: serial: Add bindings documention for the Mediatek UARTs

This patch adds the devicetree documentation for the Mediatek UART.

+
+- reg: The base address of the UART register bank.
+
+- interrupts: A single interrupt specifier.
+
+- clocks: Clock driving the hardware.
+
