the arch/alpha build fails with:

 tip/include/linux/hw_breakpoint.h:21: error: 'struct perf_event' has no member named 'attr'
 [...]

Move these helper inlines inside the CONFIG_HAVE_HW_BREAKPOINT ifdef.
