Drop WA to fix Voltage not getting dropped to Vmin when Gfx is power
gated for latest VLV revision.

Workaround fixed in Latest VLV revision. Forcing Gfx clk up not needed,
and Requesting the min freq should bring bring the voltage Vnn.
