Implement VIDIOC_INT_SET_REGISTER and VIDIOC_INT_GET_REGISTER for the
pvrusb2 driver.  This is a debugging aid which will not be enabled
unless CONFIG_VIDEO_ADV_DEBUG has been enabled.
