Revert "g12: Remove androidboot.dynamic_partitions from kernel cmdline"

This reverts commit 121e182490dfbe7f388b99738d37641dbb7a7b2b.

Reason: Devkits don't set these, and it's harmless on devices
(only Deadpool it seems) who already set it.
