pmu_sys_suspended is declared extern when:
defined(CONFIG_PM_SLEEP) && defined(CONFIG_PPC32)
but only defined when:
defined(CONFIG_SUSPEND) && defined(CONFIG_PPC32)
which is wrong.  Let's fix that.
