timer: After turning on the vad, the standby will hang [1/1]

PD#SWPL-92294

Problem:
The clock will be turned off when in standby,
but the timer interrupt waiting queue is still
executing

Solution:
When standby, the timer interrupt waiting queue
will freeze

Verify:
Android R + AH212
