[COMMON] trace: ess: DO NOT stop to kick watchdog

In 4.9 kernel, I excluded 'exynos-ss.c' file from this patch.

This commit prevents hang status during the panic sequence.
Watchdog kick is alived. This does not matter to enable/disable
watchdogd.
