vdec: set sc2 no single mode profile. [1/1]

PD#SWPL-28657

Problem:
sc2 do not support single mode.
sc2 stream mode dv freeze at first frame.

Solution:
1. add no_single in vcodec profile.
2. update wp for el to get a right buf level.

Verify:
sc2
