Revert "[PATCH] drivers/message/fusion/mptbase.c: make code static"

This reverts commit 252ac865535e1ea9cc2d28be83f477d8d8b961a2.

It impacts the LSI customers using the mptstm target mode drivers
(source tar-ball at

for those who care).
