exynos9610: Switch to legacy WiFi HIDL HAL

* With the new WiFi AIDL HAL, the framework thinks the device
  supports interface combination for some unknown reason,
  even though the service doesn't advertise it. As a result,
  the WiFi service fails on configureChip method.
