[netdrvr] phy: Fix bugs in error handling

The recent __must_check stuff flagged some error handling bugs.

phy/fixed.c:
* handle device_bind_driver() failure

phy/phy_device.c:
* handle device_bind_driver() failure
* release rwsem upon failure
