Task Control Groups: add fork()/exit() hooks

Task Control Groups: add fork()/exit() hooks

This adds the necessary hooks to the fork() and exit() paths to ensure
that new children inherit their parent's cgroup assignments, and that
exiting processes release reference counts on their cgroups.
