This is the first radeon and amdgpu pull for drm-next. Highlights include:
- Efficiency improvements to the CS checker for pre-SI asics
- Cursor fixes ported from radeon to amdgpu
- Enable GPU scheduler by default

- Add support for some new atombios opcodes
