arm64: Remove unused function

flush_cache_all, cpu_cache_off, soft_restart, cpu_soft_restart,
cpu_reset are removed by commit 68234df
(arm64: kill flush_cache_all()), however, this patch is reverted as
Exynos needs flush_cache_all. But other functions are unnecessary,
remove them.
