decoder: add tm2 revb bringup code. [2/3]

PD#SWPL-18751

Problem:
tm2 revb decoder bringup.

Solution:
1. add new dmc reg define for tm2 revb.
2. add AV1 decoder driver code.

Verify:
tm2 revb ptm
