h265: fixed VCPU DMC VIOLATION issue [2/2]

PD#SWPL-30901

Problem:
the VPS_BUFFER address stored in LMEM
memory was modified to 0, cause this problem.

Solution:
Instead of using LMEM memory to store
this address, use the DOS_SCRATCH20 register.
