libril: Force RADIO_TECH_1xRTT on lteOnCdmaDevice

Ensure CDMA variants have CDMALTEPhone objects setup in frameworks
instead of GSM. This resolves issues with *- dialing and +1 dialing on
Verizon Wireless, for example. Credit to Nolan Burchfield for
identifying the issue.
