Q-bringup: fix gpu build error for Q [6/8]

PD#SWPL-3168

Problem:
cannot build Q source.

Solution:
fix build requirement for Q， as:
https://android.googlesource.com/platform/build/+/master/Changes.md
rearrange the module target

Verify:
locally and patchbuild.
