tools: Clone the kernel's strtobool function

tools: Clone the kernel's strtobool function

Copying it to tools/lib/string.c, the counterpart to the kernel's
lib/string.c.

This is preparation for enhancing BPF program configuration, which will
allow config string like 'inlines=yes'.
