android: ion: revive ion-test device

ion-test is the only tool for regression test for ION itself.
Let's restore ion-test device. The restored ion-test device is based
on the following commit:
'commit 4485842493fe ("Staging: android: ion: ion_test.c: fix
 parenthesis alignment")'
