selinux: use GFP_ATOMIC under spin_lock

xfrm_sk_clone_policy()
__xfrm_sk_clone_policy()
clone_policy()               <- uses GFP_ATOMIC for allocations
security_xfrm_policy_clone()

selinux_xfrm_policy_clone()
