vh265: fix bug of error stream cause stuck in stream mode. [1/1]

Problem:
ucode parse error stream cause stuck.

Solution:
When the code stream is single tile,
ucode does not judge the end of frame flag, and directly
reports the end of frame interrupt to the driver.
