genirq: Rename setup_affinity() to irq_setup_affinity()

genirq: Rename setup_affinity() to irq_setup_affinity()

Rename it with a proper irq_ prefix and make it available for other files
in the core code. Preparatory patch for moving the irq affinity setup
around.
