h265: fix multi-tile stream decoding error. [2/2]

PD#SWPL-36627

Problem:
multi-tile stream decoding error.

Solution:
For chips after TM2 that are not T5 chips, open the
macro LPF_TILEXY_EXPAND, and other chips do not open this macro.
