decoder: fix avs2 mjpeg problem for sc2. [1/1]

PD#SWPL-25656

Problem:
avs2 decode timeout. mjpeg print
read reg stack.

Solution:
remove the sc2 simulation code changes.
do not read reset registers on sc2.
