gpu: update EGL_KHR_wait_sync

PD#153119
add EGL_KHR_wait_sync and remove EGL_KHR_reusable_sync
EGL_KHR_wait_sync which Server-side waits and reusable syncs are
mutually exclusive in the Mali Linux DDK, you
can only enable one at a time.
