[PATCH] rtc subsystem: use ENOIOCTLCMD and ENOTTY where appropriate

Appropriately use -ENOIOCTLCMD and -ENOTTY when the ioctl is not
implemented by a driver.

(akpm: we're not allowed to return -ENOIOCTLCMD to userspace.  This patch does
the right thing).
